California State Senator Jim Costa once again chose the former Southern Pacific Depot in Fresno as the background for a news conference to announce the signing by Gov.Davis of his $10 Billion measure allowing his plan for fast-tracking "High Speed" rail in California to go to the votors in 2004.

Senator Costa's plan for fast-tracking High-Speed Rail in California unveiled during March news conference.

Senator Jim Costa held a news conference on March 27, 2002 to answer questions of his and State Treasurer Angelides proposed $ 6 Billion High Speed Rail Bond measure. Held at the old Southern Pacific Train Depot, now known as the Fresno Station Business Center, and the offices of Fresno Area Residents for Rail Consolidation, Senator Costa described how the public will benefit from this much needed rail passenger service. The local economy will reap many benefits as will the entire state in the availability of traveling north and south, quickly and with less cost. Imagine paying only $48 for a one way ticket to Los Angeles and getting there in less than 2 hours. The measure will also help jump start Fresno Rail Consolidation with incremental construction phasing possibly beginning by 2004. FARRC President Ferdinandi was invited to comment along with Clovis Council Member and Past Mayor Harry Armstrong and Fresno Chamber CEO Stebbins Dean.

Senator Jim Costa holds "UNIQUE" press conference in support of Measure "C" extension


With the skyline of downtown Fresno in the background,  Senator Jim Costa in conjunction with local community leaders, held a press conference on Thursday afternoon, October 25, 2001 to talk about the importance of  extending Measure "C" for another 30 years.  

The site of the press conference was the closed section of 180 East at the junction of State Route 180/99 Interchange and many of the participants arrived via a bright shiny new Fresno Area Express (FAX) "Low Emissions Electric Hybrid Bus.".  The original Measure C, authored by Sen. Costa in 1986, paid for much of 180 through Fresno and Freeway 168 to Clovis in addition to scores of other county projects. The current half-cent sales tax program expires in 2007 

Costa was supported in his efforts by Co-chairs of the Measure "C" Extension Steering Committee Octavia Diener, Joe Levy and Gordon Webster, Jr.,  Fresno City Mayor Alan Autry, Council of Fresno County Governments Chair Kerman Mayor Trinidad Rodriguez, Fresno Transportation Authority Chair Clovis City Councilman Harry Armstrong, and Greater Fresno Area Chamber of Commerce President Paul Besselievre.

In addition to the above elected officials and local community leaders, the press conference was attended my many other members of the Measure "C" Steering Committee including FARRC board Members John Ferdinandi, Dennis Manning and Tom Bailey   The "steering committee" of which FARRC Chair John Ferdinandi is a member,  is charged with  setting forth a specific spending plan for the $2.8 Billion that will be raised my a renewed Measure C over it's 30 year lifetime.  the money will be used for projects such as rail consolidation, regional highways, public transportation upgrades and bikeways.  If approved by the Fresno County Board of Supervisors, the measure will be placed on the ballot of the November 2002 general election and will need two-thirds voter approval to pass.
