The California High-Speed Rail Authority's EIR/EIS plan is being billed as "A plan to Fly California without ever leaving the ground."  The report compares the options for California to be able to handle it's intra-state transportation needs by the year 2020 and draws the conclusion that high-speed rail is by far, the least expensive.
